Each piece is different, with three appendages sticking out and three pulled in. In the center of the puzzle are spots that are shared by three turtles. These are occupied either by a turtle’s head, the back left leg of a different turtle, or the back right leg of a third turtle. Only one turtle can occupy such a space, the other’s have to pull their appendages in! This puzzle can be deduced with a good bit of logic and a minimum of trial and error.
