This puzzle has two layers and just 3 pieces in each layer.  There is a double challenge to the puzzle:

1. First solve it so that all nine holes show 6 propellers equally spaced.

2. Second, solve it so that the propellers all line up.  In other words, the top layer’s propellers should be hiding the bottom layer’s propellers, and each of the nine holes shows only 3 petals.

There is only one solution for each challenge!  Because you can flip the pieces over and spin them around, it is surprisingly difficult.  This puzzle developed after seeing similar 6-piece puzzles by Wim Zwaan and Nob Yoshigahara which each had only one challenge.  The propeller design is unique to this puzzle.  Hint: it can be oriented four different ways within the circle.
